Diamine Royal Blue is a very nice blue, bluer than 4001 but it might feather on cheap paper. Also you could consider Pilot Blue. It is not washable, in fact it's very water resistant and depending on your paper ti could behave well.

I wouldn’t quite call it blue-black, although in some pens it will look more like a blue-black ink.
